South Toro Cay was the original location for NSGB in 1904. Plans included officer's quarters, enlisted barracks, supply buildings, a wharf, dry dock, and water reservoirs.

The island was originally separate from North Toro Cay until a road was built connecting the two.

NSGB was moved from South Toro Cay in 1913.
